THIS POSITION IS SUBJECT TO A RESIDENTIAL BOUNDARY REQUIREMENT. IF SELECTED FOR THIS POSITION, THE EMPLOYEE WILL BE REQUIRED, WITHIN 12 MONTHS OF HIRE, TO LIVE WITHIN A 40 MINUTE DRIVE OF INTERSECTION NW 34TH STREET AND NW 39TH AVENUE IN GAINESVILLE.
NATURE OF WORK
This is technical work requiring independent judgment and application of thorough knowledge of utility operations principles to control, operate, and restore energy delivery systems using complex computer systems.
CLASSIFICATION STANDARDS
Positions allocated to this classification report to a designated supervisor and work under general supervision. Work in this class is distinguished from higher classes by its lack of direct supervisory responsibility and from lower classes by its ability to take independent action and emphasis on advanced technical expertise, and the independent operations and control of the energy delivery systems.
EXAMPLES OF WORK**
Essential Job Functions
Monitors and evaluates the condition of the energy delivery systems on a continuous basis, anticipating potential operating and loading problems, and implementing approved strategies to mitigate, or react to, adverse system conditions.
Evaluates and takes actions necessary to operate the energy delivery systems in a safe, efficient, and reliable manner in accordance with normal and emergency procedures.
Expedites the restoration of service to all customers, minimizing the scope of any system upset or service interruption, and limiting potential damage to utility infrastructure.
Performs dispatch and crew tracking functions utilizing automated outage management and crew management systems for Energy Delivery operations. Such responsibilities are expanded during after-hours, weekends, holidays, and as otherwise needed for all GRU operations.
Receives and dispatches emergency calls from public safety agencies (e.g., police and fire) to utility crews.
Communicates with internal and external customers on a continuous basis using phones (land line and/or cellular), radio system, computer systems, and other designated means of Writes and executes approved switching orders for the energy delivery systems.
Identifies appropriate sources of information required to monitor, operate, maintain, and restore the energy delivery systems. Navigates, interprets, and communicates properly information found in one line diagrams, schematics, and other system and customer-related documents in an electronic environment or hard copy.
Initiates work orders for system repair, engineering evaluation, tree trimming, and as otherwise required.
Grants and maintains work clearances required to safely construct and/or maintain energy delivery systems.
Coordinates and schedules outages of transmission and distribution equipment with operations and maintenance personnel and with interconnected utilities
Coordinates application of peaking generation units to accommodate distribution load requirements (through interaction with and requests of generation personnel).
Maintains energy delivery systems modeling to reflect system changes resultant from switching, construction, upset, or other temporary system configuration changes.
Responsible for complying with all established standards, rules, regulations, policies, procedures and guidelines of regulatory agencies, including but not limited to the North American Reliability Council (NERC), the City of Gainesville, and GRU.
Assists in establishing and revising procedures, guidelines and standards for the daily operation of the energy delivery systems.
Assists in analyzing the performance of energy delivery systems. Performs complex calculations, enters data and maintains automated records as required.
Assists in the training of others.
Will be required to respond in emergency conditions.
Deals courteously with the public.
Attends work on continuous and regular basis.
Non-essential Job Functions

Minimum Requirements
Graduation from high school or possession of an acceptable equivalency diploma and completion of the GRU Progression-Through-Training Program requirements for a Systems Operator I; OR five (5) years experience in utility operations including two (2) years system operations and switching experience in an electric transmission and distribution environment AND three (3) years progressively responsible experience in one of the following areas:
- construction and maintenance of electric transmission and distribution systems;
- engineering work related to the design and/or analysis of electric distribution and transmission systems;
- construction and maintenance of electric substations (relay and controls), and/or associated electric systems protective devices;
or an equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
Graduation from an accredited two (2) or four (4) year college or vocational institution, with major course work in an electric related technical field may substitute for six (6) months or twelve (12) months of required experience, respectively;
LICENSES/CERTIFICATES
North American Electric Reliability Council (NERC) Certification in Transmission Operations within six (6) months of hire date or placement into position.
NOTES
Must participate in the Progression-Thru-Training Program established for the System Operator series.
Must possess normal color vision.
Non-standard work hours required.
May be required to work scheduled and unscheduled overtime.
SELECTION FACTORS
Thorough knowledge of principles of electrical and/or gas theory as applied to energy distribution and transmission systems.
Ability to communicate effectively, both orally and in writing.
Thorough knowledge of dispatching functions as applied to all utility distribution and transmission operations.
Thorough knowledge of approved methods, materials, and equipment used in energy distribution and transmission systems.
Thorough knowledge of occupational hazards and accident prevention methods in assigned area of responsibility.
Thorough knowledge of safety policies and operating procedures used in energy distribution and transmission systems.
Ability to keep and prepare complex operating records.
Ability to react calmly and quickly in emergencies.
Ability to multi-task in normal and emergency situations.
Ability to read and understand one line diagrams, schematics, and other system and customer documents in an electronic environment or hard copy.
Ability to work effectively with co-workers and the general public.
