Position Summary
This is an impactful role and one in which the incumbent leads and manages various highly complex security projects. This person will be the senior leader responsible for effectively executing industry leading security design concepts and project management principals to construct and/or renovate Oncor’s workplace facilities, transmission substations, and other locations. This highly complex and challenging position operates in a dynamic and multi-faceted environment, requiring a high level of technical expertise and problem-solving skills. This role reports directly to the Vice President, Chief Security Officer.
Key Roles & Responsibilities
Directly or through others, the incumbent will:
- Responsible for project management of Oncor physical security projects, to include: electric transmission, corporate facilities, logistic sites, and field locations.
- Responsible for Corporate Security's role in all stages of planning, development, construction, installation, and testing of security devices and designs of these facilities.
- Ensures project results meet requirements for quality, timeline, budget and provides timely and accurate information and status updates to management and internal and external customers.
- Monitors performance and recommends schedule changes, cost adjustments or resource additions.
- Secures required resources and uses formal processes and tools to manage resources, budgets, risks and changes.
- Manages the completion of various assessments of electric transmission facilities.
- Responsible for representing Corporate Security for facilities and transmission projects, interfacing with other project stakeholders: business unit leadership, project management groups, engineering, construction, operations, IT, cyber security, contractors, etc.
- Manages vendor relationships, to include various consultants and Security Technology Integrator(s)
- Coordinates compliance initiatives to facilitate effective infrastructure protection strategies.
- Plays key role in development of physical security standards and specifications for workplace and transmission facilities.
- Ensures security equipment integration for company facilities complies with security standards and regulatory requirements.
- Creates and/or reviews detailed security system design specifications and ensures they meet security standards and regulatory requirements.
- Researches and reviews technical security measures (i.e. technologies, fence systems) for use within the electric transmission facilities.
- Develops security drills and exercises to pen test security plans, equipment, and designs.
- Develops security design countermeasure strategies to respond to credible threat information.
- Evaluates intelligence from public and private sources and recommends appropriate strategic company design and mitigation posture.
- Prepares cost estimates by working with facility customers, management, and contractors.
- Works with Sourcing, leveraging purchasing power and competition to minimize costs.
- Resolves contractor performance problems or issues.
- Leads the development of project workflows to support projects.
- Recommends physical security countermeasures and mitigation strategies to reduce or eliminate threats to critical infrastructure.
- Assists with controls testing to ensure physical security measures are functioning properly.
- Responsible for representing Corporate Security in CIP audits, audit preparation, and development of mitigation activities.
- Other compliance and project related assignments as needed.
Education, Experience, & Skills
Education
- High School Diploma, GED, or equivalent is required.
- Candidates with a Bachelor’s degree in the following disciplines are encouraged to apply: Criminology, Criminal Justice, Business Administration, Computer Science, Engineering.
Experience
- Preferred: combined 15+ years of directly related project management / project lead / technician experience related to security design and/or transmission substation design measures.
- Demonstrated experience with contemporary security technology used for access control, intrusion detection, visitor identification and event monitoring.
- Demonstrated experience in security project management, relevant security technologies, and leadership in the assigned project areas.
- Demonstrate skills in developing, implementing, and managing security projects.

- Project Management and/or ASIS certification(s) are desirable.
- Engineering experience preferred.
