Position Overview
Under the general direction of the Director, Corporate Counsel & Compliance Officer, the Manager, NERC Compliance is responsible for achieving department objectives by supervising staff, organizing and monitoring work process within the Compliance Department, primarily focusing on compliance with the North American Electric Reliability Corporation (NERC) standards. The incumbent will act, in conjunction with other leaders, to oversee adherence to all regulatory compliance programs within Versant Power. The Manager, NERC Compliance serves as a leader in the group, participating in strategic planning, budgeting, capital planning, procurement, and providing guidance and expertise to both the business community and other resources within the team.
Essential Functions
- Acts as primary Compliance liaison between various business units on the topic of implementing and maintaining NERC standards over all assets that support the Bulk Electric System (BES).
- Oversees Compliance processes, configurations, data, and the successful validation and auditing of same for environments within the Company’s Electronic Security Perimeter (ESP), as defined by NERC.
- Responsibility for setting and enforcing compliance protocols across departments.
- Formal authority to lead NERC-related investigations and corrective actions with cross-functional teams.
- Experience requirements that reflect leadership over enterprise-wide compliance efforts.
- Oversees lifecycle management of infrastructure assets under the NERC Critical Infrastructure Protection (CIP) standards.
- Oversees development, implementation, and/or updates to Versant Power policies and procedures resulting from changes to NERC Reliability Standards.
- Ensures staff maintain systems for meeting deadlines and completing required actions around self-reports, self-certifications, mitigation plans, and new or revised standards.
- Ensures the facilitation and recording of regulatory compliance meetings.
- Oversees the development and administration of Compliance training programs relating to NERC Reliability Standards.
- Oversees development of required materials for the maintenance and administration of NERC Reliability Standards.
- Maintains and supports staff by recruiting, selecting, orienting, and training employees, developing personal growth opportunities.
- Ensures staff achieve job results through performance management, including planning, monitoring, and appraising job results; conducting training; implementing and enforcing systems, policies, and procedures.
- Develops schedules; assigns and monitors work; gathers resources; implements productivity standards; resolves operational problems; maintains reference manuals; implements new procedures.
- Controls expenses by gathering and submitting budget information; scheduling expenditures; monitoring variances; implementing corrective actions.
- Provides support for internal and external audits.
- Point of escalation for problem analysis and problem resolution as well as for general work prioritization and resource assignment.
- Develops and maintains necessary relationships with internal and external service providers, vendors, and other support personnel to resolve issues and ensure efficient operations.
- Directs and coordinates internal audit requirements, test policies and change control processes.
- Directs all change management processes to maintain NERC standards.
- Maintains knowledge and understanding of existing and emerging NERC Standards.
Additional Responsibilities
Other related duties as assigned include designated duties associated with System Restoration.
REQUIRED OR PREFERRED EDUCATION, CERTIFICATIONS, EXPERIENCE, KNOWLEDGE, SKILLS AND ABILITIES:
- Bachelor’s degree in technology field or equivalent education and technical certifications required, Master of Science degree in technology field or Master of Business Administration a plus.
- 1 5+ years’ experience within IT and OT environments and Cybersecurity.
- 1 5+ years’ experience with Information Protection, System Security Management, Configuration Management, Supply Chain Risk, Recovery Plans, project coordination, and management required.
- 5+ years of NERC experience and 15+ years’ experience working within a regulated industry.
- 10+ years prior supervisory experience required.
- Strong and demonstrable proficiency in critical and technical writing. (Writing sample may be required.)
- Comprehensive knowledge of IT/OT testing methodologies and understanding of audit practices required.
- Must possess excellent written and oral communication skills.
- Experience with electrical utility industry and infrastructure required.
- Valid Maine driver’s license required.
- Must be willing to travel as needed for training and User Group participation.
- Position requires identity verification and criminal background check with update at least every seven years pursuant to NERC standards.

Work Hours
Usual work hours are 8:00 A.M. to 5:00 P.M., Monday through Friday.
Rate Of Pay
Salary is commensurate with experience and qualifications.
